ＪＡＬの更生計画では、赤字路線からの撤退が骨子だったが、事はそう簡単ではなかった。

　路線のコストは、変動費（燃油費や着陸料など）と間接固定費（本社の人件費など）の二つから成る。例えば成田～杭州（中国）路線が赤字だからと撤退しても、変動費はなくなるが、関西国際空港～杭州路線が存続していれば杭州空港を維持するための間接固定費はなくならない。それどころか、間接固定費を残った黒字路線がすべて負担しなければならず、残した路線も赤字に転落してしまう。

　この「固定費をどう切るかがポイントで、一番の悩みどころだった」（大貫哲也・常務執行役員経営企画本部長）。そして、そのために実行したのが、拠点と機材を丸ごとごっそり整理することだった。関空～杭州路線は黒字であるにもかかわらず、杭州から全面的に撤退したのである。
